The ALJ expects to resolve the proceeding under 17 CFR 201.250. Essentially, the judge will rule that the SEC's allegations are true (i.e., that CDNL failed to file their required interim and annual financial information, which are facts not in dispute). Based on that fact, the registration should be revoked.
That is almost certain to happen on the 10th, since the SEC and the ALJ's have held that the violation of late filing cannot be rectified by filing after the revocation hearings have begun.
