I agree with everything except its easier to add a cert to an existing 121. I think if they'd just do the cert on their own it would be a lot easier. I guess you're assuming that they were starting from scratch rather than in phase 3?
At any rate, if they put the right resources into this, they'll get it done one way or the other. March 2018 for international scheduled 767 service is still a little optimistic IMO.
