That is true. As long as there is institutionalized protection of wealth in our country, it will be dipped into sometimes for the greater good of the country.
No way to sugar coat it.
But at present most all the wealth is trickling upward, and that is not good for our society, IMHO. Every time in history that the wealth gap gets too wide, revolution occurs. Many of us hope that the revolution can be peaceful, but the republicans seem to want to push it the edge and beyond.
