Companies can't directly offer shares to retail investors, only to qualified investors which means those who by SEC rules have high net worth and/or income and are considered capable of doing DD on their own, not in need of protection by intermediation of a broker. What you are suggesting is impossible for any company except for dividend reinvestment and other very limited direct reinvestment schemes.
