If current, or then-current, shareholders choose to sell out, or buy in, that's their own decision based on their individual risk tolerance level. From a corporate perspective however, what individual shareholders decide with respect to their trading / investing strategy shouldn't ever influence corporate strategy.
I have no reason to think a R/S won't be approved here, and I'm sure Mr. Howard knows how to get it done and progress the corporate agenda.
