...the Court was asking did "they" (Mom and Pop) investors in the series and tranches of the mortgage backed securities in the Trusteeship of Deutsche Bank get the required notices; not just the brokerage companies and other larger institutional intermediaries.

...it has NOTHING TO DO WITH WMILT, escrow, former WMI shareholder etc. LISTS, or WMIH (which is not TARGETING WMIIC in the receivership (previous theory) where the "hidden assets" there also theorized to exist).
