Bill, it's not about where you or I would like to see money go although I am a big proponent of LE training. Grant money comes out of pots dedicated for certain purposes. You can't use a DOJ grant for teachers or an education grant for cops. Departments submit budgets that might include the system and the money gets allocated for that purpose. Once allocated it's not normally redirected to something completely unrelated. As long as There is public outcry about police use of force and shootings, money will be there. You may want education but the mother whose son just got beaten or shot wants answers and training and accountability. As young adult lose the ability to interact with people outside of electronic devices, this training gains that much more importance and credibility.
