Does the fact that the SEC has pushed back the decision date mean that the company has been in touch with them and has asked for an extension? If not, why the postponement?

It is the opposite. The Company has NOT been in touch with the SEC at all. Read the ALJ decision from yesterday:

https://www.sec.gov/alj/aljorders/2017/ap-4878.pdf

"Respondents were served with the OIP by June 5, 2017, and their answers were due by June 19, 2017. Cardinal Res., Inc., Admin. Proc.Rulings Release No. 4857, 2017 SEC LEXIS 1673 (ALJ June 8, 2017). To date, no Respondent has filed an answer."

After today's stunt of filing the Form 15, the stock is very likely to be revoked on June 30th, as they have no basis to show cause why they should not be revoked.
