It's Vegas and everybody gets paid. A bone thrown to the A & B industry not to push for anything bigger. It was in the fine print so it passed without anyone quite understanding what that meant and they waited till the last minute to file the injunction so there would be no fight. They are going to take a big hit in sales is my guess and it's a way for them to take some off the top in the beginning. Just a theory.
