By watching the trades from the past day's/weeks you could see most buy's where above 0.02. Also most buy's where done by people who knew it was about that possibility that the settlement was going to happen.
PPS went from 0.005 at the lowest to 0.04 pretty fast.
Just a few got their shares below 0.02.

It's my guess that those who did get them low, where able to get out with a profit, and where hoping to get back in lower.
Since price dropped from 0.04 to 0.015, leaving a gap between 0.02616 and 0.04 and between let's say 0.015 and 0.02616 most traders can't get out making a profit or breaking even.

Those people holding the shares, know that it probably will not go way lower then it is now, or at least they know there still is a fair chance for a settlement. So why then sell at a loss, when you know that when august 3rd is closing in, chances are high the same thing will happen with the SP in opposite direction.

That's why they are holding on to their shares, unless they can make a profit.
And those who want to buy, know obviously that there is a big chance you'll be able to buy at 0.015 or even lower.


I think both sides are right. IMO that's causing the gap between the ask and the bid. 0.015 at this time is just way to low to sell, and 0.0277 is way to high to buy for most.
