My educated guess (I may be wrong) : IDCC software price probably included with Infineon chip. If company did have 3G license with IDCC, IDCC would refund (or reduce rate to the rate included in chip) to that vendor. In that case It would give incentive to license company to buy from Infineon. Not that we get double payment.
