From what I understand, there was never an intention to stock every Target store with SFOR products. They determined which of them were in areas with higher volume sales potential in electronics/computers/software and went with those odds It's a little hard to figure where you live and that effect, stores in rural Alabama are not supplied in the same way as suburban Philadelphia.
