I personally know of 2 cases where the FDIC initially stated that Creditors would not see any returns from the Receivership.

They then, years later, were forced to retracted their statement and then make substantial payments to the very said Creditors.

Their reason was that previously undervalued assets had now been, properly valued, thus generating additional cash for the Receivership.
