I agree with your analysis, "...The Liquor Lobby represents business's that wouldn't participate in the early start program for some reason; but, they want to halt the program..." They have the conclusion, IMO, people that buy "Marijuana" will stop buying "Liquor". It could be a push from the Liquor manufacturing industry. Sometimes these covert push are political in nature. In order words, who is threatening to dislodge the Marijuana industry? That's right, JS, the AG. I am not accusing him of this, but you wonder sometimes. This might be a plot from people that has great economic and political power.
