I would NOT conclude that it helps prove them to be a scam. I would expect large dollars to be announced if they were trying to scam the investing public, not small. I don't see how a small amount in any way suggests a scam.
However, it is a moot point to me in the context of the entire PR. The PR is talking about their geographical expansion. I've bolded the part that to me is significant:
<<One of the projects is in Kansas and another is in Missouri, giving Silex their first projects in those states.>>
They DO go on to mention that their core Silex business in OK is stable, and growing some: <<Silex's primary market. Commercial projects, other than multi-family, are projected to increase by over 12% for the same time periods.>>
Once again, if they were trying to scam people I would not expect a projection of 'only' 12%, as they would not entice many people to buy the stock.
I view the PR as a reasonable accounting to shareholders of their expansion and their current outlook for the Silex market. This is on top of their Silex franchise growth which they previously indicated in a PR could account for an additional $1m in 2017 revenue and $2m in 2018 revenue, which I assume will generate some profits for the company.
