If the notarized document you say Finra needed is the WY SOS Articles of Amendment for the name change (which I believe it is), we know that it couldn't have been sent before early May, since it did not exist before then:

If it wasn't sent until the WY SOS File date of 5/8/2017, we are are not long overdue for the ticker and name change.
