We are on the same page there. I just posted the same thoughts a bit earlier. The file date was 5/8/2017. The name change amendment date was 5/3/2017.

It was adopted on 3/2/2017. Roger (Company Lawyer) told me that date refers to the date it was adopted by the company board (I talked to him a week or so ago.

3/2/17 - Name change adopted by company
4/24/17 - Signed by Wang Dequn
5/1/17 - Received by Wyoming SOS
5/3/17 - New name amended by WY SOS
5/8/17 - Filed by WY SOS

My best guess is it was sent to Finra for name and ticker change request on or around 5/3/2017, but not before then.
