Keep in mind that Canada has already decided to go live with it's full legalization by 2018 and Mexico is in the midst of similar legislation. The US cannabis market is the most developed in terms of production, process, monitoring, and diversity of products from flower, concentrate, topical and edible submarkets. However, the profits are relatively small due to FDA scheduling that prohibits these companies from claiming normal business deductions. Yet the tax revenues already generated has lubricated the legislative machine enough to recognize that this 'cash cow' cannot be allowed to die. The more the President slips in the polls, the more his AG comes under scrutiny, then the more states will use leverage to assure that their constituents basic rights to life, liberty and the pursuit of happiness are being protected. Cannabis as medicine is real and ike healthcare, this could become a political hot potato. The most recent federal budget, effectively defunded cannabis law enforcement in states that have voted in favor of some form of legalization. If congress does not act and let Canada and Mexico grab the top of this industry, it could be hell to pay in the 2018 midterm elections.
