When I worked for traded companies, I routinely received warrants but it was absolutely never as a reward based on performance"handed out randomly." I never received a gift. All options-related perks were given according to terms in my contract, no surprises except when I was to be recognized for special results and that was in the form of costless warrants. In English, redemption did not require money on my part as the company sucked it up.

I've not heard of board members being rewarded options not previously scheduled by existing contract. But it may happen, certainly.
