yup. NYS doesnt allow "chains" to operate within the State. There is a one operator license per person restriction and no franchising available...this is done to preserve the mom and pop establishments, however, it comes at a higher cost to the consumer...

for example, many people throughout the country can get La Marca Prosecco for as cheap as $7/bottle, here in NYS that same bottle will cost you $16 because of the one store restriction store owners cannot buy in large enough quantities to obtain steep volume discounts
