one thing different is that there is a second new Texas refinery planned and announced also...on the Eagle Ford oil play with similar plans to export refined products in South Texas and to Mexico. Because of that Hebbronville plan to build a similar refinery, it makes me think the Permien Basin refiner is as likely, or more so likely to be built than not.
