is there a prohibition for a company to buy back shares in the open pre market?

They have an active buyback program, but is there a regulatory prohibition against being in the aftermarkets?

That news release didn't add much new meat, but the promoters were quick to point out the big volume/big price move in the pre market on a stock that isn't terribly liquid during the day. It's been steadily down since the pre market
