Article on Oil forecast BAD? or GOOD?

Per this article, it looks like production is very high levels in the U.S. as most drilling sites in 30 years. NEEDS to be processed right? Like in a REFINERY?

Here is the article which I bolded what I believe would pertain to refining underneath.

Data from Baker Hughes (BHI) issued Friday revealed a 16th straight weekly rise in the U.S. oil-rig count, suggesting a rise in future oil production.

Kramer however states that oil prices have NOT bottomed out, so if a Glut in the market, not sure how much demand for refining there will be. Except MEXICO and SA seem to still have demand rising which is probably even a better case scenario for MMEX!
