On 2017-05-03 the State Administration for Industry and Commerce of the People's Republic of China (SAIC) published an enterprise verification announcement.

One of the companies in that list is Zhong Ji Ming Yang Electric Vehicle Trading Company, Limited.

Not like in the US, company registration is administered by each state, Chinese central government manages naming and registration of company if the company's business scope and size are beyond provincial level.

SAIC announcement is a step of new company registration. That means Zhong Ji Ming Yang Electric Vehicle Trading Company, Limited is a new company. It will be picked up by qixin.com or tianyancha.com later on. At this moment we don't know how much registered capital is and its business scope. But I guess this new company ZJMY Trading will be focusing or marketing, sales, exporting, trading, etc. So that ZJMY New Energy Technology Company (ZJMY) will focus on product development, production, etc.

I see this as a big development. Again it indicates that ZJMY is expanding. This trading company will definitely be rolled into DOLV.
