No. I think the reason for the volume increase was the news, and the reason for the price drop was the content of the news. It was saying "things are going good but not as fast as we recently projected". Penny stocks are dominated by short term traders.

IMO the price dropped because of short term traders selling. I was one of them. I am still long but I lightened my position on the news. There is no need to appeal to manipulation or dilution to explain the drop when there is a perfectly logical alternative explanation.
