I agree that from a technical standpoint the budget report doesn't appear healthy at a glance. Your response includes expenses which wouldn't have occurred without the lawsuit settlement from Microsoft, but you don't include the settlement money received as a factor to this. They had (from their perspective, as they only had 35k at that time) a massive cash infusion early in 2016. Of course they expensed that money!!! They needed it. But if you include the expenses from the settlement, you really should include the income as well, which made SFOR net positive (albeit barely) for YE 2016.
