That is exactly why it is the perfect time to buy in volume as the float is locked up, as you just said.

Heavy buying will drive the price to .04 in days, and volume will follow the rising buy volume and rising price, making it easy to sell at 500% + gain. Gotta love these locked up floats on real operating companies.
