Do not count on it since diluters by definition usually mean lower stock prices especially once they have completed their activity.

Notice how they try to manipulate the close to .02 the last two days as well as keeping a few larger lower priced transactions to after hours, so they can give the appearance that the stock is holding with the .02 close, while they are dumping their shares.
