She might want to consider a Roth 403b. Maximum contribution is $18,500 a year. It's more if you are over 50. The only difference between a Roth IRA and a 403b Roth is you have to start taking distributions at 70 1/2 with the 403 version whereas with the Roth IRA there is no required distribution. One option is to rollover your 403b Roth into a Roth IRA after you retire.
