Peeps try to justify dilution with paying off company debts, I have seen two that the SEC shut down. One of these companies had a very famous wealthy man on their team. The stock fell to .0001.
The CEO is due for prison very soon.

Only way to win in penny stocks is buy at a lower than usual price and hope the dilution is done....sometimes, like with mdnt....dilution never stops, and peeps call SEC.
