You have to understand that this "Case Study" was written by Qualcomm with the purpose of enticing other developers to join the hexagon program. It doesn't speak at all to anything MAXD has done, beyond conceptual exploration.
This "case study" implies that MAXD employs "Engineer Bjoern Erlach". What kind of engineer is Bjoern? Why does the quote not involve him talking about any of MAXD's products? Why is there no obvious internet record of Bjoern working for MAXD or even on any of its products as a contractor?
Anyone who is a software engineer for a California company would put that information on their LinkedIn profile and/or include it in their portfolio. That's just how the industry works out here. So I am really skeptical that Bjoern had any more than a peripheral discussion with or about MAXD.
What this looks like is MAXD eagerly volunteered to somehow give up some glowing quotes about the Hexagon program, knowing it could only result in "credence" from non-technical investors who somehow get tricked into thinking that a giant chip manufacturer somehow was supporting the company's business plans.
