BOD has authority to issue new shares after r/s
They can pay their bills by new issued shares, then paid firms will dump them for cash.
why does Oncolix buy AEPP? think about it. If there is no r/s and no new shares going to be issued, there is no reason they purchase the shell company. Sometimes logic is a simple thing.
on the other hand, Oncolix has man power and patent, therefore it has potential to become a big company with good products. If its financial status is not too bad,(don't heavily dilute) this stock still has more value than current price because its price is predicted on many factors.
