I cannot see this group going through the agreement phase along with 'Official' photos without the financial substance either in place or partially completed. China has massive amounts of cash to invest in overseas projects. Think of how many Chinese Citizens this project[s] will employ over several years. If this project is a 'go' then I think they would act fairly swiftly to tie up the loose ends and get this project underway in short order.
