Everyone has a price and will be on the ask at some point. My theory for VTSI is people that follow the stock know there will not be significant price appreciation if there is no news. So someone puts a large amount on the ask assuming it will not be bought, attempting to force price a little lower where they can accumulate and then sell for maybe 5% - 10% profit given the price range. They can average down if it keeps dropping and eventually it comes back to their profit target. Not much $$$ to be gained since volume is low but it beats a stick in the eye. If this person (or persons) has been nickel-and-diming VTSI for years, their gains could be significant.

Maybe Ruffie should have listened to your tip on CNAT. I got some options when it was in the 4s and took profits to buy some more VTSI. Thanks for the tip!
