It's a good thing that a set of guidance has been put in place to properly vet any software/vendor. A company wishing to do business need only make their company/product eligible. That way the people in charge of procurement know without a doubt those eligible for a contract are in fact "the right companies for the job".
Anyone pushing an un-vetted ineligible vendor, using their retired military status, or trying to circumvent the rules set forth to safeguard our country for personal gain on a penny stock should be jailed IMO!
