Thank god the govt and DOD have rules and regulations to safeguard against un-vetted, in-eligible software. The dangers posed by people whom think they are in the know and push software/vendors to our elected/military officials by the way of unusual procurement procedures using their retired military status poses a grave national security risk.

It's a good thing that a set of guidance has been put in place to properly vet any software/vendor. A company wishing to do business need only make their company/product eligible. That way the people in charge of procurement know without a doubt those eligible for a contract are in fact "the right companies for the job".

Anyone pushing an un-vetted ineligible vendor, using their retired military status, or trying to circumvent the rules set forth to safeguard our country for personal gain on a penny stock should be jailed IMO!
