OK, since everyone else is doing it, I find this terminology most interesting - "...gain cooperation from brokers that have allegedly-refused to comply with the Company and Task Force's efforts to date."

What exactly does that mean? Did they refuse or didn't they? Was Frizzell unable to convince Moran that he knows what he is talking about?
