I also sent a query about PNTV into these guys at MJI and here's their reply.

"Companies listed on the Indices are required to meet certain trading requirements detailed in our about page. We re-balance the index quarterly and analyze the performance of all cannabis stocks included in the stock universe. We will be looking at the performance of PNTV and assess its eligibility."
