i really didn't read that article in it's entirety

i think it's conjecture that 18 inches would have made a difference

from everything i've read from day one, the main problem was the integrity of the foundation... if you don't have a solid foundation, building the wall higher makes no difference

but like i said, there was an independent contractor who warned the Corps that the foundation had "issues"
