the two canal walls that failed that flooded metro N.O. (17th st & London Canal) would not have made any difference if it was 18 inches higher... it was the foundation that gave way

I read an article that said if they had been 18 inches higher as designed then the foundations wouldn't have failed. I'll try to find that article.
