2 things, "they" is all encompassing.

This stock recently hit near $0.04. After such an incredible run up it became a major target for shorting. There are groups of people who target such a stock after a run up like this for a coordinated short attack. They create a panic and people sell into that panic. They cover during the panic.

The other "they" are diluting Market Makers as mentioned in an earlier post. Companies like this get "toxic financing", meaning they take money in exchange for shares. Those shares are dumped on the market for the lender to get reimbursed.

It's all part of the game. Hopefully the conversions are done or almost done.
