I'm not an expert, but I believe it will be a fully paid up license. The info you provided does suggest the same.

So Pixel will not be getting royalty license payments. It will be a one-time sell-off to LEXG fro 30-40M. Then once the FINs drop, the RS and RTM completed with PIXL PUBCO, Solaris/SPCL will be no more!
