If you read their latest 10-Q and search for the word "fuel" you'll see it referenced multiple times, the customer is only responsible for the cost of the cargo, not the expenses associated with moving the cargo:

A spot market voyage charter is generally a contract to carry a specific cargo from a load port to a discharge port for an agreed upon freight per ton of cargo or a specified total amount. Under spot market voyage charters, we pay voyage expenses such as port, canal and fuel costs.



Also:

We evaluate performance using net voyage revenues. Net voyage revenues are voyage revenues minus voyage expenses. Voyage expenses primarily consist of port, canal and fuel costs that are unique to a particular voyage.
