Why would those institutions have to be under 5%? If they file for buying 10%...they own 10%. If 5 combined insties buy a total of 51%...they all filed a declaration. Then they sell it to BP or vote for a takeover...either way. It wouldn't take that much...just a few insties to agree and start buying. The declarations are their names and no one would know their intent.
