I cannot imagine a small Canadian issuer can afford to report in USD and use IFRS.



Many of them do, because IFRS is designed to work with any reporting currency, regardless of what nation the Company is headquartered in. That is the point of IFRS vs. single nation GAAP.

Quite a few Canadian issuers report in US Dollars, either because they sell products denominated in USD, or their primary market is the US. It is not unusual.
