Yes it does. No company justs sells a domain, and leaves all its info up and nobody buys a domain and keeps the info up. When you dont pay your renewal for the domain, the website goes down. When it isnt paid for however many days the company chooses to go buy, it goes back up for sale.
Funny thing is im literally sitting next to an IT guy who called that email bullspit ;)
