Read it again.

The SBIR grant money in this case was given to Supercool Metals and Yale University.
I would guess most of the work will be done at Yale and most of the grant money will also go to Yale.
The SBIR application for Liquidmetal Technologies is with USC.

Small companies get involved in these government grants in hope of getting a patent out of the research.
I believe this is how Liquidmetal got started from Cal University.
