We can call it the best educated guess we have as far as what we can see on the surface and available data I would imagine.

OTC and pink sheets are certainly notorious for doing some creative stuff in order to stay afloat.

I would say that the share count is probably and most likely correct to a certain extent with some count flaws or discrepancies.

All I could say is that after working for several traded companies, my personal opinion is that fundamentals running behind the scenes are not always what companies claim them to be and technicals are created by the trades that investors execute.
