Keep in mind going forward that the permit process is only step one. In order to get the billon dollar financing and strategic partnerships necessary to start a project that will, by the company's own estimates, take several years to develop, massive dilution is going to take place in the future. I would expect the possibility that hundreds of millions of shares in the company will be issued to future partners and financiers as collateral.
