A retail account can't short an OTC stock.

Yes they can. Scottrade and etrade would be happy to let me short otc, but there's a niggling problem with having to have over 300,000 cash sitting in my account and agreeing to a large per share fee.
So, yes I can gamble hundreds of thousands to make $650.75 profit per position.
