Trump and Staff Rethink Tactics After Stumbles

WASHINGTON — President Trump loves to set the day’s narrative at dawn, but the deeper story of his White House is best told at night.

Aides confer in the dark because they cannot figure out how to operate the light switches in the cabinet room. Visitors conclude their meetings and then wander around, testing doorknobs until finding one that leads to an exit. In a darkened, mostly empty West Wing, Mr. Trump’s provocative chief strategist, Stephen K. Bannon, finishes another 16-hour day planning new lines of attack.

Usually around 6:30 p.m., or sometimes later, Mr. Trump retires upstairs to the residence to recharge, vent and intermittently use Twitter. With his wife, Melania, and young son, Barron, staying in New York, he is almost always by himself, sometimes in the protective presence of his imposing longtime aide and former security chief, Keith Schiller. When Mr. Trump is not watching television in his bathrobe or on his phone reaching out to old campaign hands and advisers, he will sometimes set off to explore the unfamiliar surroundings of his new home.

During his first two dizzying weeks in office, Mr. Trump, an outsider president working with a surprisingly small crew of no more than a half-dozen empowered aides with virtually no familiarity with the workings of the White House or federal government, sent shock waves at home and overseas with a succession of executive orders [ https://www.nytimes.com/interactive/2017/us/politics/trump-agenda-tracker.html ] designed to fulfill campaign promises and taunt foreign leaders.

“We are moving big and we are moving fast,” Mr. Bannon said, when asked about the upheaval of the first two weeks. “We didn’t come here to do small things.”

But one thing has become apparent to both his allies and his opponents: When it comes to governing, speed does not always guarantee success.

The bungled rollout of his executive order barring immigrants [ https://www.nytimes.com/2017/01/29/us/trump-refugee-ban-muslim-executive-order.html ] from seven predominantly Muslim countries, a flurry of other miscues and embarrassments, and an approval rating lower than that of any comparable first-term president in the history of polling have Mr. Trump and his top staff rethinking an improvisational approach to governing that mirrors his chaotic presidential campaign, administration officials and Trump insiders said.

This account of the early days of the Trump White House is based on interviews with dozens of government officials, congressional aides, former staff members and other observers of the new administration, many of whom requested anonymity. At the center of the story, according to these sources, is a president determined to go big but increasingly frustrated by the efforts of his small team to contain the backlash.

“What are we going to do about this?” Mr. Trump pointedly asked an aide last week, a period of turmoil briefly interrupted by the successful rollout of his Supreme Court selection [ https://www.nytimes.com/2017/01/31/us/politics/supreme-court-nominee-trump.html ], Judge Neil M. Gorsuch.

Chris Ruddy, the chief executive of Newsmax Media and an old friend of the president’s, said: “I think, in his mind, the success of this is going to be the poll numbers. If they continue to be weak or go lower, then somebody’s going to have to bear some responsibility for that.”

“I personally think that they’re missing the big picture here,” Mr. Ruddy said of Mr. Trump’s staff. “Now he’s so caught up, the administration is so caught up in turmoil, perceived chaos, that the Democrats smell blood, the protesters, the media smell blood.”

One former staff member likened the aggressive approach of the first two weeks to D-Day, but said the president’s team had stormed the beaches without any plan for a longer war.

Clashes among staff are common in the opening days of every administration, but they have seldom been so public and so pronounced this early. “This is a president who came to Washington vowing to shake up the establishment, and this is what it looks like. It’s going to be a little sloppy, there are going to be conflicts,” said Ari Fleischer, President George W. Bush’s first press secretary.

All this is happening as Mr. Trump, a man of flexible ideology but fixed habits, adjusts to a new job, life and city.

Cloistered in the White House, he now has little access to his fans and supporters — an important source of feedback and validation — and feels increasingly pinched by the pressures of the job and the constant presence of protests, one of the reasons he was forced to scrap a planned trip to Milwaukee last week. For a sense of what is happening outside, he watches cable, both at night and during the day — too much in the eyes of some aides — often offering a bitter play-by-play of critics like CNN’s Don Lemon.

Until the past few days, Mr. Trump was telling his friends and advisers that he believed the opening stages of his presidency were going well. “Did you hear that, this guy thinks it’s been terrible!” Mr. Trump said mockingly to other aides when one dissenting view was voiced last week during a West Wing meeting.

But his opinion has begun to change with a relentless parade of bad headlines.

Mr. Trump got away from the White House this weekend for the first time since his inauguration, spending it in Palm Beach, Fla., at his private club, Mar-a-Lago, posting Twitter messages angrily — and in personal terms — about the federal judge [ https://twitter.com/realDonaldTrump/status/827867311054974976 ] who put a nationwide halt on the travel ban. Mr. Bannon and Reince Priebus, the two clashing power centers, traveled with him.

By then, the president, for whom chains of command and policy minutiae rarely meant much, was demanding that Mr. Priebus begin to put in effect a much more conventional White House protocol that had been taken for granted in previous administrations: From now on, Mr. Trump would be looped in on the drafting of executive orders much earlier in the process.

Another change will be a new set of checks on the previously unfettered power enjoyed by Mr. Bannon and the White House policy director, Stephen Miller, who oversees the implementation of the orders and who received the brunt of the internal and public criticism for the rollout of the travel ban.

Mr. Priebus has told Mr. Trump and Mr. Bannon that the administration needs to rethink its policy and communications operation in the wake of embarrassing revelations that key details of the orders were withheld from agencies, White House staff and Republican congressional leaders like Speaker Paul D. Ryan.

Mr. Priebus has also created a 10-point checklist for the release of any new initiatives that includes signoff from the communications department and the White House staff secretary, Robert Porter, according to several aides familiar with the process.

Mr. Priebus bristles at the perception that he occupies a diminished perch in the West Wing pecking order compared with previous chiefs. But for the moment, Mr. Bannon remains the president’s dominant adviser, despite Mr. Trump’s anger that he was not fully briefed on details of the executive order he signed giving his chief strategist a seat on the National Security Council, a greater source of frustration to the president than the fallout from the travel ban.

It is partly because he is seen as having a clear vision on policy. But it is also because others who had been expected to fill major roles have been less confident in asserting their power.

Jared Kushner, Mr. Trump’s son-in-law, occupies a central role in the administration and has been present at most major decisions and photo ops, but he is a father of young children who has taken to life in Washington, and, along with his wife, Ivanka Trump, has already been spotted at events around town.

Mr. Bannon has rushed into the vacuum, telling allies that he and Mr. Miller have a brief window in which to push through their vision of Mr. Trump’s economic nationalism.

Mr. Bannon, whose website, Breitbart, was a magnet for white nationalists and xenophobic speech, has also tried to reassure official Washington. He has been careful to build bridges with the Republican establishment, especially Mr. Ryan — whom he once described as “the enemy” and vowed to force out. He now talks regularly with Mr. Ryan to coordinate strategy or plot their planned overhaul of the tax code.

Before he was ousted in November as transition chief, Gov. Chris Christie of New Jersey, the Trump adviser with the most government experience, helped prepare a detailed staffing and implementation plan in line with the kickoff strategies of previous Republican presidents.

It was discarded — a senior Trump aide made a show of tossing it into a garbage can — for a strategy that prioritized the daily release of dramatic executive orders to put opponents on the defensive.

Mr. Christie, who agrees in principle with the broad strokes of Mr. Trump’s immigration policy, says the president has been let down by his staff.

“The president deserves better than the rollout he got on the immigration executive order,” Mr. Christie said. “The fact is that he’s put forward a policy that, in my opinion, is significantly more effective than what he had proposed during the campaign, yet because of the botched implementation, they allowed his opponents to attack him by calling it a Muslim ban.”

In the past few days, Mr. Trump’s team has stressed its cohesion and the challenges of jump-starting an administration that few outside its group ever thought would exist.

“This team spent months in the foxhole together during the campaign,” said Sean Spicer, the White House press secretary. “We moved into the White House as a unified team committed to enacting the president’s agenda.”

As part of Mr. Trump’s Oval Office renovation, he ordered that four hardback chairs be placed in a semicircle around his Resolute Desk now heaped, in Trump Tower fashion, with memos and newspapers. They are an emblem of Mr. Trump’s in-your-face management style, but also a reminder that in the White House, the seats always outlast the people seated in them.

But finding enough skilled players to fill key slots has not been easy: Mr. Spicer is serving double duty as communications director, a key planning position, in addition to engaging in day-to-day combat with the news media. Mr. Trump, several aides said, is used to quarterbacking his own media strategy, and did not see the value of hiring an outsider.

An early plan was to give the communications job to Kellyanne Conway, his former campaign manager and top TV surrogate, but the demands of the job would have conflicted with Ms. Conway’s other duties as a free-range adviser to Mr. Trump with Oval Office walk-in privileges, according to one aide.

Mr. Trump remains intensely focused on his brand, but the demands of the job mean he spends less time monitoring the news media — although he recently upgraded the flat-screen TV in his private dining room so he can watch the news while eating lunch.

He often has to wait until the end of the workday before grinding through news clips with Mr. Spicer, marking the ones he does not like with a big arrow in black Sharpie — though he almost always makes time to monitor Mr. Spicer’s performance at the daily briefings, summoning him to offer praise or criticism, a West Wing aide said.

Visitors to the Oval Office say Mr. Trump is obsessed with the décor — it is both a totem of a victory that validates him as a serious person and an image-burnishing backdrop — so he has told his staff to schedule as many televised events in the room as possible.

To pass the time between meetings, Mr. Trump gives quick tours to visitors, highlighting little tweaks he has made after initially expecting he would have to pay for them himself.

Flanking his desk are portraits of Presidents Thomas Jefferson and Andrew Jackson. He will linger on the opulence of the newly hung golden drapes, which he told a recent visitor were once used by Franklin D. Roosevelt but in fact were patterned for Bill Clinton. For a man who sometimes has trouble concentrating on policy memos, Mr. Trump was delighted to page through a book that offered him 17 window covering options.

Ultimately, this is very much the White House that Mr. Trump wanted to build. But while the world reckons with the effect he is having on the presidency, he is adjusting to the effect of the presidency on him. He is now a public employee. And the only boss Mr. Trump ever had in his life was his father, a hard-driving developer the president still treats with deep reverence.

WASHINGTON (AP) — For all the White House's early bravado, President Donald Trump has taken office with few concrete plans for how to make good on his pledge to unravel President Barack Obama's foreign policy and tackle some of the biggest national security challenges facing his administration.

In calls with European leaders, Trump is said to have described his plans for confronting the Islamic State group with the same hard-charging but vague rhetoric he used in the campaign, promising strong, but unspecified action.

Pressed privately by allies about how he plans to pursue a better relationship with Russia, Trump sticks with his public assertion that a better relationship with Moscow would be beneficial for the West. But he hasn't said how he plans to get there.

He's indicated in some of those same conversations that while he believes the Iranian nuclear accord is a bad deal, he will not move quickly to withdraw, according to U.S. officials and others with knowledge of Trump's discussions with world leaders.

Ambiguity was a hallmark of Trump's campaign. He has said he believes the U.S. should not tip its hand on national security matters. But the fact that Trump is using vague language in private discussions has left both allies and officials in his administration uncertain whether he has policies in mind to back up his rhetoric.

A town hall for National Security Council staff on Tuesday offered few clues on the administration's approach.

One official in attendance said that when Michael Flynn, Trump's national security adviser, and his deputy, KT McFarland, were asked to describe specifically what the president's "America First" mantra would mean for policy, they largely reiterated Trump's campaign assurances that he could put U.S. interests ahead of those of other countries.

Three U.S. officials and three others with knowledge of the White House's foreign policy dealings spoke to The Associated Press on condition of anonymity because they were restricted from discussing the president's private conversations and other internal matters publicly.

Trump has moved swiftly on the immigration-related national security issues that were the centerpiece of his campaign. He ordered the government to start work on his proposed wall along the U.S.-Mexico border. He also signed a refugee and immigration executive order, though the decision-making was tightly held in the West Wing and the initial implementation chaotic. A federal judge late Friday put the order on hold; the White House promised to appeal.

"The team that we've seen in action over the last few weeks is the White House team," said Nicholas Burns, a longtime U.S. diplomat and professor at Harvard University's Kennedy School of Government. "That team is breaking a lot of china."

Trump, who spent his career in business before running for president, has shown keen interest in trade and America's economic standing with other countries in his discussions with foreign leaders. But his direction on many other foreign policy issues remains hazy.

He has pledged to destroy the Islamic State group, but hasn't said whether he will commit U.S. combat troops to do so. He's asked for a 30 day review of the policy.

He said he would stop North Korea from building a long-range nuclear missile, but hasn't said how. And he's made little mention of Afghanistan, where about 8,400 U.S. troops are still fighting America's longest war.

White House officials note that Trump is just getting Senate confirmation for his national security Cabinet secretaries, including Secretary of State Rex Tillerson, who was approved on Wednesday. Trump spokesman Sean Spicer has blamed Democrats for stalling on the president's nominees, saying lawmakers from the opposing party are "holding up the confirmation of these highly qualified people."

Some early moves by Trump officials have given hints about their priorities — and raised concerns within the administration.

Senior officials have been soliciting guidance from national security agencies on how to improve relations with Russia, asking what Washington could offer Moscow and what Trump should seek from Russian President Vladimir Putin. Tillerson requested a briefing on moving the U.S. Embassy in Israel from Tel Aviv to Jerusalem, one of Trump's campaign promises.

According to one U.S. official, national security aides have sought information about Polish incursions in Belarus, an eyebrow-raising request because little evidence of such activities appears to exist. Poland is among the Eastern European nations worried about Trump's friendlier tone on Russia.

At the National Security Council, a policymaking body within the White House, officials were startled when drafts began circulating of an executive order that would have opened the door to resuming torture and CIA "black site" prisons. NSC officials were asked to submit comments on the order, according to two U.S. officials, but the directive was ultimately scrapped, in part because Defense Secretary Jim Mattis opposed the measure.

Spicer insisted the order did not originate in the White House.

NSC officials did voice substantial concerns with the executive order halting the U.S. refugee program and temporarily banning all entries to the U.S. from seven Muslim-majority nations. But officials said lengthy comments appeared to have been largely ignored by the Trump political advisers who oversaw the order, namely chief strategist Steve Bannon and senior policy adviser Stephen Miller.

While Flynn is involved in Trump's calls to foreign leader and in other national security discussions, officials say he so far does not appear to have the same level of influence as Bannon. Flynn is also said to have been more attuned to some of the troubles with the execution of the refugee and immigration ban than others in the White House.

But some officials fear the White House is taking the wrong lessons from the flawed rollout of the refugee ban.

Amid a flurry of leaks about that process, as well as leaked draft executive orders and details of the president's calls with foreign leaders, career officials and policy experts are being looked at with more suspicion and getting cut out of additional discussions, according to people with knowledge of the processes.

Those longtime policy hands fear their influence could be further marginalized by an in-house think tank Bannon is said to be working on. The project, known as the Strategic Initiatives Group, could focus on both foreign and domestic policy issues, potentially giving the president's chief strategist even broader sway in the administration.

Why Nobody Cares the President Is Lying

MILWAUKEE — If President Trump’s first tumultuous weeks have done nothing else, at least they have again made us a nation of readers.

As Americans grapple with the unreality of the new administration, George Orwell’s “1984” has enjoyed a resurgence of interest, becoming a surprise best seller and an invaluable guide to our post-factual world.

On his first full day in office Mr. Trump insisted that his inaugural crowd was the largest ever, a baseless boast that will likely set a pattern for his relationship both to the media and to the truth.

At an event marking [ https://www.nytimes.com/2017/02/01/us/politics/trump-black-history-douglass.html ] Black History Month last week, the president took a detour from a discussion of Frederick Douglass — he described the abolitionist as “an example of somebody who’s done an amazing job and is being recognized more and more” — to talk about the press. “A lot of the media is actually the opposition party — they’re so biased,” he said. “So much of the media is the opposition party and knowingly saying incorrect things.”

Mr. Trump understands that attacking the media is the reddest of meat for his base, which has been conditioned to reject reporting from news sites outside of the conservative media ecosystem.

For years, as a conservative radio talk show host, I played a role in that conditioning by hammering the mainstream media for its bias and double standards. But the price turned out to be far higher than I imagined. The cumulative effect of the attacks was to delegitimize those outlets and essentially destroy much of the right’s immunity to false information. We thought we were creating a savvier, more skeptical audience. Instead, we opened the door for President Trump, who found an audience that could be easily misled.

The news media’s spectacular failure to get the election right has made it only easier for many conservatives to ignore anything that happens outside the right’s bubble and for the Trump White House to fabricate facts with little fear of alienating its base.

Unfortunately, that also means that the more the fact-based media tries to debunk the president’s falsehoods, the further it will entrench the battle lines.

During his first week in office, Mr. Trump reiterated the unfounded charge [ https://twitter.com/realDonaldTrump/status/802972944532209664 ] that millions of people had voted illegally. When challenged on the evident falsehood, Sean Spicer, the White House press secretary, seemed to argue that Mr. Trump’s belief that something was true qualified as evidence. The press secretary also declined to answer a straightforward question about the unemployment rate, suggesting that the number will henceforth be whatever the Trump administration wants it to be.

He can do this because members of the Trump administration feel confident that the alternative-reality media will provide air cover, even if they are caught fabricating facts or twisting words (like claiming that the “ban” on Muslim immigrants wasn’t really a “ban”). Indeed, they believe they have shifted the paradigm of media coverage, replacing the traditional media with their own.

In a stunning demonstration of the power and resiliency of our new post-factual political culture, Mr. Trump and his allies in the right media have already turned the term “fake news” against its critics, essentially draining it of any meaning. During the campaign, actual “fake news” — deliberate hoaxes — polluted political discourse and clogged social media timelines.

Some outlets opened the door, by helping spread conspiracy theories and indulging the paranoia of the fever swamps. For years, the widely read Drudge Report has linked to the bizarre conspiracy theorist Alex Jones, who believes that both the attacks of Sept. 11 and the Sandy Hook shootings were government-inspired “false flag” operations.

For conservatives, this should have made it clear that something was badly amiss in their media ecosystem. But now any news deemed to be biased, annoying or negative can be labeled “fake news.” Erroneous reports that the bust of the Rev. Dr. Martin Luther King Jr. had been removed from the Oval Office or misleading reports that sanctions against Russia had been lifted will be seized on by Mr. Trump’s White House to reinforce his indictment.

Even as he continues to attack the “dishonest media,” Mr. Trump and his allies are empowering this alt-reality media, providing White House access to Breitbart and other post-factual outlets that are already morphing into fierce defenders of the administration.

The relationship appears to be symbiotic, as Mr. Trump often seems to pick up on talking points from Fox News and has tweeted out links from websites notorious for their casual relationship to the truth, including sites like Gateway Pundit, a hoax-peddling site that announced, shortly after the inauguration, that it would have a White House correspondent.

By now, it ought to be evident that enemies are important to this administration, whether they are foreigners, refugees, international bankers or the press.

But discrediting independent sources of information also has two major advantages for Mr. Trump: It helps insulate him from criticism and it allows him to create his own narratives, metrics and “alternative facts.”

All administrations lie, but what we are seeing here is an attack on credibility itself.

The Russian dissident and chess grandmaster Garry Kasparov drew upon long familiarity with that process when he tweeted [ https://twitter.com/kasparov63/status/808750564284702720?lang=en ]: “The point of modern propaganda isn’t only to misinform or push an agenda. It is to exhaust your critical thinking, to annihilate truth.”

Mr. Kasparov grasps that the real threat is not merely that a large number of Americans have become accustomed to rejecting factual information, or even that they have become habituated to believing hoaxes. The real danger is that, inundated with “alternative facts,” many voters will simply shrug, asking, “What is truth?” — and not wait for an answer.

In that world, the leader becomes the only reliable source of truth; a familiar phenomenon in an authoritarian state, but a radical departure from the norms of a democratic society. The battle over truth is now central to our politics.

This may explain one of the more revealing moments from after the election, when one of Mr. Trump’s campaign surrogates, Scottie Nell Hughes, was asked to defend the clearly false statement by Mr. Trump that millions of votes had been cast illegally. She answered by explaining that everybody now had their own way of interpreting whether a fact was true or not.

“There’s no such thing, unfortunately, anymore as facts,” she declared. Among “a large part of the population” what Mr. Trump said was the truth.

“When he says that millions of people illegally voted,” she said, his supporters believe him — and “people believe they have facts to back that up.”

Or as George Orwell said: “The very concept of objective truth is fading out of the world. Lies will pass into history.” But Ms. Hughes’s comment was perhaps unintentionally insightful. Mr. Trump and company seem to be betting that much of the electorate will not care if the president tells demonstrable lies, and will pick and choose whatever “alternative facts” confirm their views.

The next few years will be a test of that thesis.

In the meantime, we must recognize the magnitude of the challenge. If we want to restore respect for facts and break through the intellectual ghettos on both the right and left, the mainstream media will have to be aggressive without being hysterical and adversarial without being unduly oppositional.

Perhaps just as important, it will be incumbent on conservative media outlets to push back as well. Conservatism should be a reality-based philosophy, and the movement will be better off if it recognizes that facts really do matter. There may be short-term advantages to running headlines about millions of illegal immigrants voting or secret United Nations plots to steal your guns, but the longer the right enables such fabrications, the weaker it will be in the long run. As uncomfortable as it may be, it will fall to the conservative media to police its worst actors.

The conservative media ecosystem — like the rest of us — has to recognize how critical, but also how fragile, credibility is in the Orwellian age of Donald Trump.

We will ensure that the men and women of our military have the tools, equipment, resources, training and supplies you need to get the job done. You've seen me say we've been depleted.

Our Navy is at a point almost as low as World War I. That's a long time ago. That's a long time ago. It's not going to happen anymore, folks. It's not going to happen anymore. Not with me.

But we will ensure no taxpayer dollars are wasted. I have already saved more than $700 million when I got involved in the negotiation on the F-35. You know about that.

You've seen what happened in Paris and Nice. All over Europe it's happening. It's gotten to a point where it's not even being reported. And in many cases, the very, very dishonest press doesn't want to report it. They have their reasons and you understand that.

So today we deliver a message in one very unified voice to these forces of death and destruction. America and its allies will defeat you. We will defeat them. We will defeat radical Islamic terrorism. And we will not allow it to take root in our country. Not going to allow it.

You've been seeing what's been going on over the last few days. We need strong programs so that people that love us and want to love our country and will end up loving our country are allowed in. Not people that want to destroy us and destroy our country.

Freedom, security and justice will prevail. In his first State of the Union message, President George Washington wrote that "to be prepared for war is one of the most effectual means of preserving peace."

Almost 200 years later, as the general was also speaking about Ronald Reagan, he said that "wisdom comes in three very, very strong words. Peace through strength."

I've said it many times during the campaign, speak it in front of tens of thousands of people at one sitting. And I'd always mention America first, a phrase that you probably never heard, "make America great again."

Today, the president* went to McDill Air Force Base to chat with some of the members of the military of whom he is the commander-in-chief, god help the civilized world. His basic pitch to them is the same as his basic pitch to everyone these days—to wit, was that an awesome campaign or what?

"That's so nice. A lot of spirit. We have tremendous spirit. We had a wonderful election, didn't we?"

Then it was time to discuss the terrorist threat.

"To these forces of death and desiccation, America and it's allies will defeat you. We will defeat them. We will defeat Radical Islamic terrorism. The challenges facing our nation are very large — very, very large. We are up against an emery that celebrates death and worships destruction. Radical Islamic terrorists are determined to strike our homeland, as they did on 9/11, from Boston to Orlando to San Bernadino."

Not a single one of the terrorists involved in the referenced attacks came from any of the seven countries named in his executive order. Neither were any of them five-month old babies who needed heart surgeries.

"It's gotten to a point where it's not even being reported. And in many cases, the very, very dishonest press doesn't want to report it… They have their reasons and you understand that."

Got that? There are terrorist attacks happening and the media not only are not reporting them, they don't want to report them because reasons. There probably was a massive truck bombing right at the end of your street last night and it didn't even make the local evening news because the anchor team of Todd Coiffure and Kim Kimclone are secretly sympathetic to ISIS and kept the news from you. Before we go to Tony al-Baghdadi with tonight's weather, here's a word from the great folks down at Caliphate Trucks.

This is madness. Worse, this is madness presented as leadership to the people who may have to react and respond to actual acts of actual terrorism, and who have bigger problems with which to cope than whether or not the C-in-C's elevator goes all the way to the penthouse. I have absolutely no idea what would go through the mind of a rookie airman who hears this fantastical drivel and wonders how he has come under the command of a guy who seems to be channeling Alex Jones through the fillings in his teeth. It's every day now, and I can't even imagine what a critical mass of this craziness would look like, and I'm pretty sure I don't want to know.

MOSCOW — A leader of the Russian opposition who has been a vocal critic of what he calls a Kremlin policy of assassinating political enemies has fallen into a life-threatening coma caused by an unknown poison, his wife said on Monday.

The diagnosis of what ailed Vladimir Kara-Murza came at a delicate political moment for the United States and Russia [ https://www.nytimes.com/topic/destination/russia ], as President Trump had just brushed aside criticism of Russian President Vladimir V. Putin [ https://www.nytimes.com/topic/person/vladimir-putin ] as a “killer.”

“There are a lot of killers,” Mr. Trump had said in the interview on Fox News on Sunday. “You think our country’s so innocent?” The Kremlin then demanded that Fox News apologize for the host Bill O’Reilly’s characterization of Mr. Putin.

In Moscow, Mr. Kara-Murza, 35, has been in a coma and at the center of a politically hued medical mystery since Thursday as doctors puzzled over his symptoms while keeping him alive on artificial respiration.

Mr. Kara-Murza suffered similar symptoms in 2015 [ https://www.nytimes.com/2015/05/29/world/europe/vladimir-kara-murza-russia-opposition.html ] and later said he had been poisoned. Then, a French laboratory found elevated levels of heavy metals in his blood but was unable to pinpoint any specific poison.

Doctors determined the cause this time as “acute intoxication by an unidentified substance,” Mr. Kara-Murza’s wife, Yevgeniya Kara-Murza, said in an interview. His condition was stable but critical, she added.

“The onset was just as sudden as last time,” Ms. Kara-Murza said. “He is all surrounded by machines and covered in tubes.” Other than poisoning, she said, “We don’t see any other explanation.”

Ms. Kara-Murza said samples of her husband’s blood, hair and fingernails had been sent to laboratories in France and Israel in an effort to identify the mystery toxin.

After the 2015 episode, Mr. Kara-Murza recuperated in the United States and suffered lingering nerve damage for about a year, but returned to his political activism in Russia [ http://topics.nytimes.com/top/news/international/countriesandterritories/russiaandtheformersovietunion/index.html ] despite threats. The leader of Chechnya, Ramzan Kadyrov [ https://www.nytimes.com/2016/11/22/world/europe/chechnya-ramzan-kadyrov-donald-trump.html ], for example, posted a photograph of Mr. Kara-Murza in cross hairs.

Last month, Mr. Kara-Murza submitted a letter critical of Mr. Putin’s government to the Senate Foreign Relations Committee during cabinet confirmation hearings for Rex W. Tillerson, the secretary of state.

“There are higher risks than slander or imprisonment for those who oppose the regime,” Mr. Kara-Murza wrote. In Russia, he had been traveling to provincial cities to show a documentary about another Russian politician, Boris Y. Nemtsov [ https://www.nytimes.com/2015/03/02/world/europe/march-in-moscow-to-honor-putin-critic-boris-nemtsov.html ], who was shot and killed on a Moscow bridge two years ago.

On the Fox program, Mr. Trump said he respected Mr. Putin and hoped Russia and the United States could join forces to defeat Islamic terrorism. The host, Mr. O’Reilly, responded: “He’s a killer though. Putin’s a killer.” It was unclear whether the characterization referred to the unsolved assassination of dissidents, muckraking journalists and opposition politicians or allegations of war crimes in Syria, Ukraine or Chechnya.

The Kremlin’s spokesman, Dmitri S. Peskov, told reporters Monday that the description was “unacceptable, insulting.”

The Soviet Union operated a secret laboratory to research untraceable poisons that were tested on condemned gulag prisoners, security service defectors have said.

In 2006, a Russian law legalized targeted killing abroad. Russia has never acknowledged using the authority under that law and has specifically denied any government ties to high-profile poisoning cases.

But after whistle-blowers and opponents of Mr. Putin in recent years began dying from exotic poisons, including radioactive plutonium and a rare Himalayan plant toxin, critics of the Russian government and independent researchers have asserted that the post-Soviet government has turned again to its poison arsenal.

Trump Threatens To Pull Berkeley Funding After Protests

President Donald Trump threatened to withdraw federal funding from the University of California at Berkeley over its decision to cancel an event at which Breitbart News writer Milo Yiannopoulos, known for his provocative and often misogynistic stances, was scheduled to speak.

“If U.C. Berkeley does not allow free speech and practices violence on innocent people with a different point of view - NO FEDERAL FUNDS?” Trump wrote on Twitter on Thursday morning.

The university opted to cancel Yiannopoulos’ speech roughly two hours before it was set to begin after a protest against his presence on the campus turned violent, CNN reported. The school blamed “150 masked agitators” with igniting the violence, which included Molotov cocktails and fireworks launched at police. Protesters also threw rocks at officers and smashed windows at the U.C. student center, where Yiannopoulos was scheduled to speak.

How President Trump Could Seize More Power After a Terrorist Attack

Since September 11, 2001, ninety-four people [ https://www.newamerica.org/in-depth/terrorism-in-america/what-threat-united-states-today/ ] have been killed in the United States in ten attacks carried out by a total of twelve radical Islamist terrorists. Each of the attackers was either an American citizen or a legal resident. More than half of the ninety-four murders occurred last year, when Omar Mateen, who was born on Long Island, killed forty-nine people at a night club in Orlando.

According to the comprehensive terrorism database maintained by the New America Foundation, since 9/11 there have been three hundred and ninety-six people involved in American terrorism cases, which New America defines as “individuals who are charged with or died engaging in jihadist terrorism or related activities inside the United States, and Americans accused of such activity abroad.” Eighty-three per cent of these individuals were American citizens or permanent residents. (Seventeen per cent were non-residents or had an unknown status.)

And yet, for more than two weeks, President Donald Trump and his top White House aides have been obsessed with highlighting a threat that does not exist: jihadist refugees and immigrants from Iran, Iraq, Libya, Somalia, Sudan, Syria, and Yemen.

It’s true that both worldwide terrorist attacks and terrorism-related cases against plotters in the United States have spiked since 2013, an increase largely attributed to the fallout from the Syrian civil war and the rise of the Islamic State. I talked to several counterterrorism experts this week, and they all believe that there will be another attack.

“I do believe the world faces a serious and growing terrorist threat,” Evan McMullin, the former C.I.A. officer and Republican who ran for President as an independent candidate against Trump [ http://www.newyorker.com/culture/persons-of-interest/evan-mcmullins-quest-to-save-democracy ], said. “But Trump, either by ignorance or malice, is distorting the nature of that threat by targeting very well-vetted immigrants, including legal permanent residents and refugees. He simply does not have a strong national-security case to make against these people, which is why it is reasonable to wonder if he has some ulterior motive for taking such extreme steps against them.”

Yesterday, Trump’s campaign to highlight this threat took a bizarre turn when he accused the media of burying coverage of terror attacks. “It’s gotten to a point where it’s not even being reported,” he said in remarks to troops at MacDill Air Force Base, in Tampa. “In many cases, the very, very dishonest press doesn’t want to report it. They have their reasons.” The White House later released a list of attacks since 2014 that it insisted had not received enough attention.

This is the second time in a week that Trump has accused others of not understanding the threat posed by terrorism. Over the weekend, he used Twitter to attack the federal judge who put a halt to Trump’s immigration ban. He called James L. Robart, who was appointed by President George W. Bush and unanimously confirmed by the Senate, a “so-called judge,” and later added, “Just cannot believe a judge would put our country in such peril. If something happens blame him and court system. People pouring in. Bad!”

One of the questions raised by Trump’s claims that the media and the courts have endangered the country is what he would do in the event of a terrorist attack.

Jack Goldsmith, a former senior Justice Department official in the George W. Bush Administration, who helped design the post-9/11 anti-terror legal architecture, recently suggested [ https://www.lawfareblog.com/does-trump-want-lose-eo-battle-court-or-donald-mcgahn-simply-ineffectual-or-worse ] that Trump might actually want his travel ban to be overturned. That way, in the wake of an attack, he can use the judiciary as a bogeyman and justify any new efforts to push through more extreme measures.

I asked Goldsmith and others what the menu of options might be for a President Trump empowered by the justifiable fears Americans would have in the aftermath of a serious attack. “If it is a large and grim attack, he might ask for more surveillance powers inside the U.S. (including fewer restrictions on data mingling and storage and queries), more immigration control power at the border, an exception to Posse Comitatus (which prohibits the military from law enforcement in the homeland), and perhaps more immigration-related detention powers,” Goldsmith wrote in an e-mail. “In the extreme scenario Trump could ask Congress to suspend the writ of habeas corpus, which would cut off the kind of access to courts you are seeing right now for everyone (or for every class of persons for which the writ is suspended).”

He pointed out that President Abraham Lincoln suspended the writ of habeas corpus and ignored courts that insisted he didn’t have such power. “The point of the example is that the only question is not what powers Trump might ‘ask for,’ ” Goldsmith said, “but also what powers he might assert or assume or grab, and what he can get away with.”

John Yoo, who as a lawyer for the George W. Bush Administration was the fiercest defender of its most extreme post-9/11 policies, including the use of torture, recently wrote an Op-Ed in which he said he was alarmed by Trump’s attempt to expand the powers of the executive branch [ https://www.nytimes.com/2017/02/06/opinion/executive-power-run-amok.html ]. (This was as if Trump had written an essay arguing that he was concerned about developers adding their names to buildings in lettering that was too large.) Yoo told me, “If there is another terrorist attack, I could see Trump seeking all of the powers that the President can exercise during wartime. The domestic powers would have to be approved by Congress, such as limitations on habeas, domestic warrantless surveillance, and an internal security act. We really haven’t had a system like that since the Second World War or the Communist cases of the nineteen-fifties.”

Matt Olsen, the former head of the National Counterterrorism Center, told me that he didn’t agree with Goldsmith’s suggestion that Trump actually wants the executive order overturned, but he said that he thought Trump was laying the groundwork for arguments he might make after an attack. “This is a win-win for Trump,” Olsen said. “We can assume there will be another terrorist attack in the U.S. If the executive order is in place, he will point to the attack as support for the executive order and the need to expand it to other countries with bad dudes (Muslims). If the executive order has been struck down, Trump will blame judges and Democrats for the attack.”

Olsen was also concerned that Trump might undo many of the changes that Barack Obama put in place to rein in the excesses of the Bush era. “As for other options in a post-attack scenario, just look back to 9/11,” he said. “C.I.A. black sites, enhanced interrogations, Gitmo, and warrantless surveillance will all be on the table. In addition, regardless of nationality, there will be changes to immigration and refugee policies.” He added that he could also imagine an effort to loosen restrictions on surveillance inside the United States.

Todd Breasseale, the former assistant secretary for public affairs at the Department of Homeland Security, was also alarmed. “I had a very similar discussion with a former senior intel official on this very issue, before Jack’s column,” he told me. “We both wholly believe that Trump needs a bogeyman. But, more importantly, he needs distraction and a blame source. In terrorists, he has his bogeyman. In his control of the prevailing press narrative via tweet, he has distraction. And, in the judiciary, he has a source of blame for why his way was right from the beginning.” Breasseale added, “I am fully confident that an attack is exactly what he wants and needs.”

Breasseale said that he was most concerned about the potential of Trump using existing D.H.S. tools. “He could create a registry of various religions, sects, and provenance—all within the law—all to amp up fear and suspicion, releasing the information in ways that meet his narrative,” he said. “D.H.S. has a means to track this information and publish it in real time. It gets very specific: military-aged males from East Timor, geriatric women from Japan, Muslim children from Pakistan—you name it. You can see how the right information with the wrong context could manipulate public angst. He could also order raids and removals within the law. Worse in some respects: he could remain unpredictable, continuing the chaos we saw with the Customs and Border Patrol folks.”

Trump’s efforts to hype the threat from terrorism during a period of domestic calm should be regarded with extreme skepticism. As McMullin noted, “Trump’s strange focus on the terrorist threat” was “out of step with reality at the moment” and was “a telltale sign of a leader contemplating policies that would otherwise be unacceptable.”

President Trump met Tuesday morning with a group of sheriffs from the National Sheriffs Association, a group that consists of more than 3,000 sheriffs from around the country. And to this sworn group of  law enforcement veterans, with reporters taking notes, he again repeated a falsehood about the murder rate in America.
Trump told the sheriffs, “the murder rate in our country is the highest it’s been in 47 years.” He blamed the news media for not publicizing this development, then added, “But the murder rate is the highest it’s been in, I guess, 45 to 47 years.”
The country’s murder rate is not the highest it’s been in 47 years. It is almost at its lowest point, actually, according to the FBI, which gathers statistics every year from police departments around the country.
The murder rate is defined as the number of murders and non-negligent homicides per 100,000 residents. Beginning in 1957, when the rate was 4.0 murders per 100,000 residents, the rate rose steadily to a high of 10.2 in 1980. It then steadily dropped, to 7.4 in 1996, to 6.1 in 2006, to 4.4 in 2014. It went up in 2015 to 4.9. But that is less than half the murder rate of 1980, while the population has risen from 226 million in 1980 to 321 million in 2015.
The violent crime rate in America also has plummeted over the years. Defined as including murder, rape, robbery and aggravated assault, violent crimes peaked at a rate of 758 per 100,000 residents in 1991, and the rate was about 373 violent crimes per 100,000 in 2015, again a decline of more than half.

Trump Jokes, Of State Senator, 'We'll Destroy His Career'

At a gathering of sheriffs at the White House on Tuesday, President Trump joked about destroying the career of a Texas politician who is trying to set limits on an often-criticized police practice.
The remark came after a participant at the sheriff's roundtable raised the issue of asset forfeiture — that's when the government seizes "suspicious" assets and keeps them, even if the person who had the item was never convicted (or even accused) of a crime [ http://www.npr.org/sections/thetwo-way/2014/11/10/363102433/police-can-seize-and-sell-assets-even-when-the-owner-broke-no-law ]. The resulting funds often go directly into police budgets.
Taking property from people who haven't been convicted of a crime is legal, but controversial.
"Police confiscate cars, jewelry, cash and homes they think are connected to crime. But the people these things belong to may have done nothing wrong," NPR's Laura Sullivan explained a few years ago [ http://www.npr.org/sections/thetwo-way/2014/11/10/363102433/police-can-seize-and-sell-assets-even-when-the-owner-broke-no-law ].
"Prosecutors say the seizures are helpful tools to combat drug dealers and drunken drivers," Laura wrote. "But for people who haven't committed a crime, the cases are expensive to contest and often disproportionately affect people without means or access to a lawyer."
One sheriff at the gathering mentioned that some critics have said the practice violates due process, and called for limits. Trump responded: "I'd like to look into that ... There's no reason for that," suggesting that only "bad people" would want to reform or limit asset forfeiture.
